Coordinated Entry Framework
Coordinated Entry is a key strategy and requirement of the HEARTH Act. HUD’s primary goals for coordinated entry systems are that assistance be allocated as effectively as possible, assistance should be easily accessible, and community agencies need to collaborate to help a person or family move from homeless to housed. HUD has published significant guidance to help regions comply.

The framework, illustrated below, maximizes the impact of existing HMIS data systems while incorporating mobile tech, a data warehouse, and performance dashboards to fill in the gaps HMIS systems tend to leave unfilled.
